Demand for Central Asian Rare Earth Elements Increases

November 11, 2010: Surging rare-earth prices are spurring developments of deposits in Kazakhstan, Kyrgyzstan and Greenland as China cuts exports of the metals used in BlackBerrys, televisions and Toyota Motor Corp.’s hybrid cars.

Sumitomo Corp., Japan’s third-largest trading house, and its local partner in Kazakhstan plan to start a pilot plant about the end of next year to produce rare earths from uranium tailings, said Yerzhan Ishanov, deputy director of general affairs at Summit Atom Rare Earth Co., Sumitomo’s venture with Kazatomprom, Kazakhstan’s state-owned nuclear company.

China, the source of more than 90 percent of the world’s rare earths, in July reduced its second-half export quota by 72 percent to ensure domestic supply. Prices have jumped as much as sevenfold in the past six months, prompting companies including Glencore International AG, Stans Energy Corp. and Greenland Minerals & Energy Ltd. to seek to restart and open mines.

Max Petroleum Discovers Oil in Kazakhstan

October 2010: Max Petroleum's UTS–1 exploration well on the Uytas prospect in Block A has reached total depth of 827 meters. Electric logs observed while drilling indicate potential pay zones in the well, including eight meters of estimated net oil pay in the Jurassic formation between 331 and 339 meters in depth, and six meters of estimated net oil pay in the Triassic section between 785 and 800 meters in depth. As previously announced, electric logs and pressure data also indicate an estimated 16 meters of net oil pay in the shallower Cretaceous section as part of a potentially significant 86 meter oil column ranging from 60 to 146 meters.

The Company expects to commence testing the well in approximately one month using a workover rig upon receipt of the required Kazakh government approvals.After running production casing in the well, the ZJ-30 drilling rig will move on to drill the Sekir West prospect in Block A.

Caspian Pipeline Exports Continue Despite Leak

Exports through the Caspian pipeline, which carries Kazakh crude oil to the Black Sea, were unaffected by a leak which occurred in mid-February.

Tengizchevroil, the Chevron-led operator at Tengiz, said it had stopped sending crude via its main pipeline route due to the leak. Production continued at full capacity and is currently leveraging a combination of other crude export outlets and onsite storage.

A CPC spokesman couldn't say when the shipments from Tengiz would resume, but said in a statement it was working to "resume the pipeline's full shipping capacity."

Tengizchevroil produces 540,000 barrels a day and the pipeline operated by the Caspian Pipeline Consortium is its main export route.

Chu: Demand for Oil to increase

U.S. Energy Secretary Steven Chu, a champion of renewable energy and biofuels, has a clear position about the future of oil.

He says global demand for it will increase over the next two decades and even with more efficiency and alternative fuels, prices will increase again. In the long run, over the next two decades, he said, he's certain the price of crude will be significantly higher than today. Crude oil has dropped from a high last summer of $145 a barrel to a recent low of about $34.

Turkmenistan's South Yolotan-Osman Field

The South Yolotan-Osman Field in the southeast of Turkmenistan contains between 4 trillion and 14 trillion cubic meters of gas in place. The upper end of that estimate is approximately three times the European Union's annual consumption of the fuel.

Given these findings, Turkmenistan should be able to confidently move ahead with plans to boost its exports of gas. At the moment, it sells most of its gas to Russia -- about 50 billion cubic meters a year, which is mostly resold to Ukraine -- and a little to Iran. But it has plans to export to China and Europe too, as well as significantly boost sales to Russia. China is building a pipeline from Turkmenistan that will have the capacity to bring 30 billion cubic meters a year, and Ashgabad has also agreed to sell 10 billion cubic meters to Europe.
